1. 专有权：德国著作权法规定,数据库制作者享有对数据库的全部或者定量或定性为数据库的实质性部分的复制(reproduce)、发行(distribute)和向公众传播(communicate to the public)的专有权(exclusive right).

2. 独有权利：因为在现有的版权法令第13(1)(b)条文下,控制公开播歌是版权拥有者(而非政府或国内贸消部)的独有权利(exclusive right),但该权利不包括第13(2)条文所豁免的情形.
